CTE Without Limits, the national vision for Career Technical Education, calls for a career preparation ecosystem that aligns statewide goals with career pathways across learner levels. When state and local leaders shift systems and mindsets from “college or career readiness” to “college AND career readiness," four-year institutions can be an integrated stop on a longer pathway to career success for all learners, rather than a siloed and separate path for some. 

Whether through transfer and articulation, ReConnect grants, short-term credentialing or applied bachelor’s degrees, four-year institutions remain integral to high-quality career pathways systems beyond the traditional degree pathway. Join a panel of state and national leaders in this space to hear how to better engage and connect four year institutions in an aligned career preparation ecosystem.

Breakout 2: Elevating Learner Voice through CTE Youth Participatory Action Research

Although Perkins V names learners as a required collaborator in state plan development and the Comprehensive Local Needs Assessment (CLNA) process, research conducted by Advance CTE and ACTE found that states and districts struggle with engaging learners meaningfully. CTE Youth Participatory Action Research (CTE-YPAR) is one strategy for developing intentional infrastructure that addresses this challenge by cultivating learners' knowledge of research skills to design, implement, and analyze survey findings that can inform the very CTE programs in which they participate. This session will highlight lessons learned from a pilot co-led by Advance CTE, the Kentucky Student Voice Team, the Kentucky Department of Education, and Fayette County Public Schools to expand new frontiers for learner voice in CTE.

  • Learn about YPAR and the benefits it provides to learners
  • Understand how one state is leveraging YPAR to inform CTE policy and practice 
  • Learn how they can begin to support learner-driven research in their own practices, including highlighting a new opportunity from Advance CTE

Meaningful monitoring processes cannot be contained to one person or office, but become everyone’s job through integration in the foundational processes for high-quality CTE — the Perkins V Comprehensive Local Needs Assessment (CLNA), local application, and Methods of Administration (MOA). In this session, participants will learn about the monitoring processes in several states and how they are constantly developing their systems to improve access, persistence, and completion in CTE programs. Attendees will be provided with examples of promising practices and processes for collaborating within state agencies to enhance monitoring execution, assessment, and responses for states of all sizes.

Learning objectives:
  • Participants will discuss and collaborate on different aspects of the monitoring process from a large and small state perspective.
  • Participants will explore how the monitoring systems and processes of featured states have evolved to continually provide high-quality oversight for grantees. 
  • Participants will complete a gallery walk of required Perkins documentation and application monitoring elements and discuss how these pieces are in use within their own grant systems.

Placing Career Technical Education (CTE) and Workforce Innovation and Opportunity Act (WIOA) plans in one document doesn’t automatically break down silos and create seamless connections where educational pathways and supportive services meet. In this session, we'll explore how states effectively created and implemented combined state Career and Technical Education (CTE) and Workforce Innovation Opportunity Act (WIOA) plans needed to build a future-ready workforce, including successful practices and tools for collaborative planning and harmonizing education and workforce requirements.  
Learning objectives:
  • Gain insights on the key takeaways from state-level examples of CTE and workforce alignment that have resulted in best practices and innovative approaches to implementation. 
  • Discuss actionable strategies and opportunities to help align state CTE combined plans with current and future workforce needs.
  • Develop skills for planning, executing, and evaluating integrated CTE/ WIOA plans that address career pathway, workforce, and supportive service integration.

While Perkins V opens new doors in offering career readiness experiences for younger learners, providing meaningful experiences for this age group requires strong collaboration within and across education, industry, and community partners.  In this session, participants will explore different approaches to implementing CTE programs and activities in elementary and middle grades. Participants will hear from pioneering state leaders who have successfully integrated career awareness and exploration aligned to in-demand industries into earlier grade levels. This session will provide practical strategies, best practices, and lessons learned from states at the forefront of early CTE implementation.
